Expanding business opportunities is one important way to honor the men and women who, throughout history, have served proudly and courageously in our Armed Forces. To this end, the government has established important programs to support growth in business opportunities for our veterans. In 1999, the Veteran's Entrepreneurship and Business Development Act established the government wide goal that a minimum of 3 percent of the total value of government contract awards for each fiscal year be awarded to service-disabled veteran-owned businesses (SDVOB). An SDVOB is defined as a business that is (1) at least 51 percent owned directly and unconditionally by a service-disabled veteran and (2) managed and controlled by a service-disabled veteran, or spouse or permanent caregiver of a service-disabled veteran with a permanent and severe disability.

All federal contracts include clauses to meet the government SDVOB contract award goals. There is good progress in meeting these goals, but much more needs to be done.
